  • The Cornell University Library provides open access to 642,550 e-prints(pre-peer review)  in Physics, Mathematics, Computer Science, Quantitative Biology, Quantitative Finance and Statistics through arXiv.org. Although the arXiv is not peer-reviewed, a collection of moderators for each area review the submissions and may recategorize any that are deemed off-topic. A majority of the e-prints are also submitted to journals for publication, but some work, including some very influential papers, remain purely as e-prints and are never published in a peer-reviewed journal.

  • A deep-web search engine, Biznar scans the best business websites on the Internet, including blogs, news sites, market research reports, patent sources, government documents and deep web sources, returning the most relevant results to one, easily navigable, ranked page. Using Google scholar you can find peer-reviewed papers, theses, books, abstracts and articles, from academic publishers, professional societies, preprint repositories, universities and other scholarly organizations. Google scholar also retrieves primary and secondary legal sources and patents. Be advised that Google Scholar will retrieve fee-based and well as free sources.

  • The Homeland Security Digital Library is the nation’s premier collection of open-source resources related to homeland security policy, strategy and organizational management. These include federal, state, tribal, and local government agencies, professional organizations, think tanks, academic institutions, and international governing bodies.   • The NIST Virtual Library provides access to e-journals and government documents. The NIST Virtual Library, which is open to visitors, provides access to several online journals. Articles from the NIST Journal of Research dating back to 1982 are available in PDF format.

  • The US Department of Commerce provides the largest central resource for government-funded scientific, technical, engineering and business related research through the National Technical Information Service (NTIS). This service contains information about more than 600,000 information products covering over 350 subjects areas from more than 200 federal agencies. (There is a fee for articles.

  • Science.gov searches fifty databases, 2100 Web sites, 200 million pages from 13 federal agencies. Information available includes research and development results

  • Scirus is actually a science specific search engine that searches more the 460 million science related Web Pages. In the advanced search you are able to limit the search to type of publication and to specific science subject such as computer science.

  • This resouce provides access to hundreds of vendor white papers and case studies with respect to IT solutions.NOTE: These are NOT peer-reviewed articles!

  • Is an online global catalog of book, periodical, microfilm and electronic resource titles. This free database allows the student to locate these materials in the libraries closest to where the student lives. Interlibrary loan can take a long time and can be expensive. It may be quicker and more cost effective to the student to obtain the material from a nearby library

  • Legal Information Resources

  • Many free and low-cost sources of legal research are available on the web. Many of the indexing tools and finding aids that legal researchers are accustomed to are not available through these free sources. For example, these sources do not provide digests or headnotes, which organize cases by points of law. Instead, these sources utilize browsing and keyword searching as the principal means of finding relevant cases. Researchers should be aware of these limitations and understand that keyword searching and browsing are not necessarily the best methods to find cases.

  • FindLaw: FindLaw is a large, diverse site containing case law and codes from 1893-present. Contains legal news and law blogs. Also contains Merriam-Webster’s Dictionary of Law.

  • Georgetown University Law Library : This guide created by Georgetown Law Library is an excellent introduction and research guide to free and low-cost legal resources.

  • Legal Information Institute: Cornell University’s mega-portal containing a wealth of Federal and State Information. Contains a collection of world legal materials, and the Wex Legal Dictionary/Encyclopedia.

  • LegalTrac: LegalTrac, a database of over 1,400 titles including major law reviews, legal newspapers, bar association journals and international legal journals available within the Library and Information Resources Network(LIRN) article database within the Library Portal.

  • To access this database, use the link to LIRN under the Article Databases section of the Library Portal.

  • THOMAS(Library of Congress): Legislative information from the Library of Congress. Search bills, resolutions, and the Congressional Record(101st Congress[1989/1990] – present). Also search treaties, presidential nominations and committee reports(104th Congress[1995/1996] – present).

  • Google Scholar: Google Scholar provides full text of legal opinions issued by state and federal courts. While case law can be searched by cases cited, in order to verify whether a ruling is still good law, sources such from fee-based sources are authoritive. Be advised that links can lead the user to fee-based sources.
